CSA 2010: New Updates

The deadline for CSA 2010 implementation may have already been pushed back once from July to November 30, but don’t count on another extension.

The FMCSA announced that the program is on track to have the new Carrier Safety Measurement System (CSMS), and its corresponding BASICs, replace SafeStat this fall. Upon rollout, carriers with deficient BASICs will receive notification from FMCSA, and the CSMS results will be used to determine which carriers will receive extensive roadside inspections.

In other words, the cycle of poor BASICs triggering inspections — which could then identify further violations and reduce CSMS scores even more — is on schedule to begin in five months.

Additionally, the FMCSA has also announced that the new Safety Fitness Determination (SFD) notice of proposed rulemaking is due out this winter. Just as the BASICs judge a carrier’s fitness and safety record, and build a framework for penalizing companies who are consistently non-compliant, the new SFD is expected to create similar scoring for drivers.
